Carter was given the nickname "Snake" by legendary coach Tex Hanna while playing at Borger High School. "I think I heard Coach Hanna say it for the first time in practice and it was because I weaved around under the basket a lot," Carter said.

As a 6-4 post out of Borger, Carter was among the top basketball players from the Panhandle in the 1950s. He led the Bulldogs to consecutive berths in the 4A state tournament, and his 75 points in the 1952 tournament was a record. Carter had 27 points – more than half the Bulldogs’ total – in a 56-51 loss to Fort Worth Poly in the 1952 state title game.

Carter went on to play at Oklahoma A&M, now Oklahoma State, under legendary coach Hank Iba. He started all three years for the Aggies as they went to the NCAA tournament in 1954 and NIT in 1956. Carter was second-team All-Missouri Valley Conference in 1955, and a first-team selection in 1956 where he averaged 15 points and 6.3 rebounds.

He was drafted by the Rochester Royals of the NBA. Carter spent much of his adult life in California.
